Foley & Lardner Senior Advisor

Manuel Rocha has joined the international law firm Foley & Lardner as a senior advisor on international business and a member of the firm’s Government and Public Policy Practice.

A former U.S. ambassador to Bolivia, Rocha comes to the law firm from a similar position with the Globis Group, which owns and manages most of the McDonald’s restaurants in Latin America.

Rocha has deep experience in government relations. Prior to serving as ambassador to Bolivia, he served for three years as Charge d’ Affaires at the U.S. Embassy in Buenos Aires; was deputy principal officer at the U.S. Interests Section in Havana; and served in the White House as director for inter-American affairs at the National Security Council. His other posts include the Dominican Republic, Mexico, Honduras and Italy.

Rocha is or has been a member of the Council on Foreign Relations in New York, the International Advisory Board at the University of Miami, Henry Kissinger’s International Council on Terrorism, and the advisory board of the Cuba Transition Project of the University of Miami. He is a special advisor to the U.S. military commander of SOUTHCOM.
